IT-Senior Functional Analyst

Job description: 

The consultant will be tasked with the IT team to strengthen the Health Insurance Fund. He/she will contribute to operational projects within the healthcare sector, and more specifically within the domain of medical agreements/ authorizations (e.g. physiotherapy, speech therapy, Chapter II medicines, rehabilitation, stays, chronic conditions, ...). 

The consultant must be able to demonstrate at least Possessing 5 years of proven experience in functional analysis and the management of IT processes related to medical agreements within the Belgian mutual insurance context. *** The consultant will be responsible for, among other things: • Gathering, analyzing, and formalizing needs (interviews, workshops, summaries, business validation) • Identifying, describing, and modeling processes and business rules to be implemented (UML/BPMN) • Drafting analysis documents and functional specifications required for development and maintenance • Developing schematics/diagrams (processes, data flows, interfaces, ERD data models) • Collaborate closely with the development team (developers, architecture, DBAs) to ensure the functional and technical coherence of the solution • Contribute to workload estimation and the planning of analysis and test activities • Prepare, execute, and document functional tests, and guide the business during the acceptance phase (UAT) • Maintain and update functional documentation and contribute to knowledge transfer 

The consultant will deliver at least the following deliverables: • Functional analysis documents (requirements, business rules, impact analyses, assumptions, constraints) • Functional specifications • UML/BPMN diagrams and process descriptions • Logical data models (ERD) and data flow/ interface diagrams • Structured reports of meetings, workshops, decisions, and action items • Functional test strategy and test cases, test reports, and acceptance test (UAT) support

Technical skills: 

• Data analysis 

• Process modeling (UML/BPMN) 

• Enterprise Resource Design (ERD) 

• Proficiency in SQL (SQL Developer) 

• Good understanding of the concepts of Object-oriented programming (Java/PHP) 

• Good understanding of application exchanges (REST/SOAP, XML/JSON, MQ, transactions) 

Languages: 

• FR/NL: active bilingual (oral) essential for to lead workshops, to participate in meetings, drafting and validating documents with French and Dutch speakers 

• English: comprehension of documentation technique Technical environment Hybrid environment: 

• Procedural (legacy): Natural – Base of Data: Adabas 

• Object-oriented: Java / PHP - Database: Oracle (SQL Developer) 

Frequently encountered technologies and concepts: 

• Web Services / API, REST/SOAP, JSON, XSD/XML, KMEHR, FIHR 

• MQ Series, transactions, échanges inter-systems

-Required experience:

• Minimum 5 years as an IT functional analyst in the field of medical agreement management in the IT department of a mutual insurance company document 

• Minimum 10 years of overall experience in analysis of needs, process modeling and design of data models
